provision of support services as identified in <br />this Plan. <br />d. All funds deposited into the local housing <br />assistance trust fund for each state fiscal year <br />shall be encumbered by 12 months following the end <br />of fiscal year and shall be expanded by 24 months <br />following the end of fiscal year. <br />5. Housing Unit Sales/Purchase Price <br />In no case shall the sale/purchase price of new or existing <br />eligible housing exceed 90 percent of the median area purchase <br />price where the eligible housing is located, as established by <br />the United States Department of the Treasury. 90% of median <br />purchase price for Indian River County is $106,365 for new <br />homes and $98,523 for existing homes. The sale/purchase price <br />of a home includes all components that make up the home's <br />total value including land value, site improvements, impact <br />fees, and unit construction costs. <br />6. Housing Unit Rental Rates <br />Rental rates for housing units provided or acquired with <br />assistance from the IRCLHAProgram shall conform with the fair <br />market rental rates adjusted for housing unit size and income <br />category and published by the Florida Housing Finance Agency <br />for housing units in Indian River County. The rental rates <br />include expenditures for rent and utilities, excluding Cable <br />Television (CATV) and telephone service, and shall be adjusted <br />accordingly each year. <br />For the 2000-2001 operating year of the Plan, the maximum <br />rental rates for housing units as provided by the Florida <br />Housing Finance Agency based upon unit size for Indian River <br />County are as follows: <br />10 <br />
