'S5 ' <br />f <br />Resolution No. 99 - 51 <br />A RESOLUTION OF INDIAN RIVER COUNTY, FLORIDA <br />SUPPORTING MUCK REMOVAL FROM THE ST. SEBASTIAN RIVER <br />WHEREAS, the St. Sebastian River is an important tributary of the Indian River Lagoon, an <br />Estuary of National Significance; and <br />WHEREAS, the ±seven mile "south prong" of the St. Sebastian River, and the southern portion of <br />the confluence of the river with the Indian River Lagoon, are located in unincorporated Indian River; and <br />WHEREAS, a substantial accumulation of muck has been documented in the St. Sebastian River <br />at its confluence with the Indian River Lagoon; and <br />WHEREAS, muck is known to trap bacteria, nutrients, and toxic substances from siltation caused <br />by soil erosion and storm water runoff within the Indian River Lagoon watershed; and <br />WHEREAS, muck, when agitated by wind, waves and boat wakes, is easily re -suspended in the <br />water column, creating vast areas of turbid water and releasing trapped pollutants; and <br />WHEREAS, removal of existing muck deposits will reduce the potential for release of pollutants <br />from muck and the creation of turbid waters: and <br />WHEREAS, the Comprehensive Conservation and Management Plan (CCMP) of the Indian River <br />Lagoon National Estuary Program (IRLNEP) calls for the removal of muck deposits from the Indian River <br />Lagoon and its tributaries by the St. Johns River Water Management District with support from the Army <br />Corps of Engineers, the Florida Inland Navigation District, Florida Department of Environmental Protection, <br />and other appropriate agencies; and <br />WHEREAS, the Indian River County 2020 Comprehensive Plan provides that the County will <br />implement the recommendations of the IRLNEP CCMP to reduce pollution in the Indian River Lagoon; <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA: <br />Section 1. That the Indian River County Board of County Commissioners hereby supports <br />muck removal from the St. Sebastian River, and urges the St. Johns River Water Management District, with <br />assistance from the heretofore mentioned agencies, to proceed in a timely manner with said muck removal. <br />- Section 2. This Resolution shall become effective immediately upon adoption. <br />THE RESOLUTION was moved for adoption by Commissioner <br />Adams , the motion was seconded by Commissioner G i n n and upon <br />being put to a vote, the vote was as follows: <br />Commissioner Kenneth R.
