The foregoing recitals are affirmed and ratified in their <br />entirety. <br />2. The Board finds that the properties assessed by this <br />resolution r.till receive special benefits equal to or <br />greater than the cost of the assessrnent. <br />The special assessrnents shown on the attached assessnent <br />roll are hereby confirmed and approved, and shall rernain <br />legal, valid, and binding first liens against the <br />properties assessed until paid in fuII. <br />The County will record the special assessments and this <br />resolution, which descri,bes the properties assessed and <br />the amounts of the special assessments, on the public <br />records, which shall constitute prirna facie evidence of <br />the validity of the special assessrnents. <br />The resolution was moved for adoption by commissioner <br />Gi !l , and the motion was seconded by Comrnissioner <br />stanbridqhd, upon being put to a vote, the vote was as <br />follovts: <br />Chairrnan Kenneth R.
