J U L <br />c <br />B` <br />600K <br />4 PACE 150 <br />it, <br />and he estimated that this adds up to over <br />$8,000 <br />in lost <br />revenue over a year's time. <br />Commissioner Lyons felt there had been a problem with the <br />courts accepting the radar evidence, and Trooper Blumenthal <br />explained how training standards have developed and that the new <br />radars are constructed to state specifications. All troopers on <br />the Turnpike have been certified in the use of radar equipment. <br />Discussion continued as to whether two units would be a fair <br />share in relation to the miles of patrol in other countries, and <br />Trooper Blumenthal stated they are asking Okeechobee County for <br />one unit. <br />Budget Officer Barton informed that Board that out of a <br />$25.00 fine the County receives about $11.00. <br />Commissioner Scurlock wished to know why the Turnpike <br />Authority cannot generate some of these revenues. He did not <br />feel the State Highway Patrol is being adequately funded by the <br />State. <br />Trooper Blumenthal commented that the State has had its own <br />budget problems, and they redlined the radars. He noted that the <br />Turnpike is controlled by the DOT. <br />Discussion ensued about the various county land areas <br />covered by the troopers and the fact that our ambulance squad <br />goes out to the Turnpike; also the problem caused by the fact <br />that the Turnpike winds in and out of Okeechobee and Indian River <br />Counties. <br />Mr. Barton informed the Board that St. Lucie County bought 4 <br />units with the provision that they only be used in St. Lucie <br />County. Osceola County purchased five. <br />After further discussion, it was generally agreed to approve <br />one unit. <br />ON MOTION by Commissioner Scurlock, SECONDED <br />by Commissioner Lyons, the Board unanimously <br />(4-0) approved the purchase of one radar unit <br />54 <br />
