JUL 2 0 <br />1933 <br />hux <br />5 4 <br />..,Etik' <br />DESIGNATION <br />OF THE COUNTY ADMINISTRATION BUILDING <br />AS <br />CIVIL DEFENSE SHELTER <br />The Board reviewed the following memo dated 7/13/83: <br />TO: The Honorable Members of DATE: July 13, 1983 FILE: <br />the Board of County Commissioners <br />THRU: Michael Wright <br />County Administrator SUBJECT: Designation of <br />Civil Defense Shelter <br />GENERAL SERVICES DIVISION <br />FROM: C. B. Hardin, JrY Jr.PYi. D! REFERENCES: <br />Asst. to County Administrator <br />It is requested that the information presented herein be given <br />formal consideration by the Board of County Commissioners at <br />their regular meeting on July 20, 1983. <br />DESCRIPTION AND CONDITIONS: <br />A review of the total number of shelters available for sheltering <br />Indian River County residents during a major storm does present a <br />major concern. During the past two months a team of eight (8) <br />architects and engineers from Federal Government surveyed our <br />County to arrive at our needs. This survey shows us to be far- <br />short of our established goals. There are a number of prerequi- <br />sites that are required for a building -to meet acceptable standards <br />as a shelter. These prerequisites are: <br />(1) Withstand winds of 120 miles per hour <br />(2) House at least 75 people (36 sq. feet per person). <br />(3) Not in flood plain area. <br />(4) Kitchen facilities. <br />(5) Emergency generator <br />(6) Restroom facilities. <br />(7) Phone available. <br />(8) Good ingress and egress. <br />ALTERNATIVES AND ANALYSIS: <br />The County Administration Building meets all these prerequisites. <br />The only spaces to be employed would be hallways, conference rooms <br />and the County Commission Chambers. Restroom and cafeteria facili- <br />ties lend to the qualification as an acceptable shelter. Shelter <br />management teams will be appointed by the County Administrator. <br />The Indian River County Red Cross Chapter and Civil Defense Depart- <br />ment concur in this use. <br />RECOMMENDATIONS AND FUNDING: <br />It is recommended the County Administration Building be designated <br />a Civil Defense shelter for the purpose of sheltering approximately <br />two hundred fifty (250) individuals during a major storm. <br />27 <br />
