J U L 2 0 1983 5. PAGE: <br />shortsighted to acquire the right-of-way easement for a <br />powerline without considering the eventuality of having a <br />road built parallel to it. The property owners have <br />suggested that they donate the additional right-of-way from <br />the point that the route turns and goes north to Barber <br />Ave., south of the Medical Center. The property owners have <br />requested that the consideration given include: 1) an <br />appraisal that they could use as a tax deduction, and 2) <br />that in cases where the route crosses citrus groves, they be <br />permitted to lease the right-of-way back for $1.00 a year so <br />that they could continue to cultivate the land until such <br />time as the County actually needed the right-of-way for road <br />purposes. <br />The City would have to build a temporary route along <br />this route for a servicing line, as well as providing <br />ingress and egress to their property. However, each <br />property owner would have a barricade erected so that the <br />general public would operate over the construction road. <br />The only other thing the City would want from the County <br />would be some sort of arrangement in which they would have <br />the primary rights to the area where the powerline is <br />constructed. In ether words, they do not want to be there <br />under sufferance. <br />Commissioner Scurlock thought that trying to move the <br />route away from the river and the mangroves was desirable, <br />but felt that the County should not be committed into doing <br />anything in the near future, indeed, if ever. <br />Mr. Lloyd stated they would be glad to assist in anyway <br />they can; however, theydo have to move forward rather <br />rapidly on the acquisition of the rights-of-way on the <br />northern section of the route. <br />Chairman Bird stated that he found it very difficult to <br />decide this morning what ultimate route Indian River <br />Boulevard should take someday in the future, if ever.
