JUL 2 LfMX e4 FAGS oo <br />County Standard Design Specifications <br />(2) adversely affects the community or neighborhood <br />in which the project is located; <br />(3) fails to provide adequate street connectors <br />with the existing street network to insure free <br />access and circulation or creates a traffic <br />impact that lowers the level of service on any <br />existing street below level of Service "C"; <br />(See Section 10 A) <br />(4) fails to comply with State law or regulation or <br />rules established by other governmental <br />agencies with jurisdiction over any aspect of <br />the project. <br />(b) Approval. The Planning Commission, or in the <br />case of an appeal, the Board of County Commissioners, may approve <br />the application, disapprove the application if the project fails <br />to meet County requirements, or approve the application subject to <br />specific conditions which relate to Indian River County ordinances <br />and the effect the project will have on the community and are <br />necessary to protect the health, safety or welfare of Indian River <br />County residents or continue the hearing to receive further input <br />on the merits of the proposal. <br />(c) Approval of the preliminary plat shall consti- <br />tute tentative approval as to the character, intensity, general <br />layout and dimensions of streets and other features. The approval <br />by the Planning and Zoning Commission, or if appealed to the <br />County Commission, shall be shown on the face of the preliminary <br />plat by signature of the Chairman of the Commission or Board. All <br />special conditions shall be noted on the face of the plat. <br />9) Filing Fee. The Board reserves the right to estab- <br />lish, by resolution, a fee in an amount deemed necessary to <br />reimburse Indian River County for the cost incurred in reviewing <br />and approving plats, and requests for extension of approval. <br />10) Time Limit. The preliminary plat approval shall be <br />valid for a period of eighteen (16) months from the date it is <br />approved by the Planning and Zoning Commission or, if appealed, <br />when approved by the County Commission.
