r AUG . <br />1983 <br />;. 5%4 PAv,23 9 <br />acro <br />Commissioner Lyons asked if the County could actually <br />operate on credit in situations such as this where an <br />outside organization would be purchasing gasoline from the <br />County. <br />Attorney Brandenburg explained that the County <br />requires—a deposit up front and does not allow a bill to <br />exceed the amount of the deposit. He felt the County would <br />want to implement that same procedure at the fuel dispensing <br />center. <br />Administrator Wright reported that the County is <br />billing private companies now on the landfill. <br />Attorney Brandenburg reported that it is illegal for <br />counties to extend credit, and advised that the Association <br />will have to figure out the cost of their monthly usage, <br />deposit that amount with the County, draw against that <br />deposit and replenish it as needed. <br />Administrator Wright suggested, for bookkeeping <br />purposes, that they just post a deposit and the County will <br />bill against that. That is really the technical way of <br />doing it -- the same as a water deposit. <br />Attorney Brandenburg stressed that was fine, just as <br />long as they did not exceed the amount of the deposit. <br />Chairman Bird thought it was great to help out needy <br />organizations, but felt we should set a eligibility policy <br />sometime soon. <br />ON MOTION by Commissioner Lyons, <br />SECONDED by Commissioner Wodtke, the Board <br />unanimously authorized the Association of <br />Retarded Citizens of Indian River County, Inc., <br />and the Vocational Training & Sheltered Workshop <br />in Indian River County to purchase gasoline from <br />Indian River County. <br />54 <br />
