i AUG 3 1993 ?/?t <br />NORTH COUNTY RECREATION AGREEMENT <br />THIS AGREEMENT entered into this day of , <br />1983, by and between North County Recreation, Inc., a not-for- <br />profit corporation existing under the laws of the State of <br />Florida, hereinafter referred to as "North County Recreation," and <br />Indian River County, a political subdivision of the State of <br />Florida, hereinafter referred to as "County;" <br />WHEREAS, North County.Recreation is a non-profit corpor- <br />ation dedicated to the community purpose of supplying recreational <br />activities to residents in the North Indian River County area, <br />and <br />WHEREAS, Indian River County as part of its overall park <br />and recreation program desires to cooperate with North County. <br />Recreation thereby enhancing the recreational services and oppor- <br />tunities available to the residents in the North County area com- <br />prised of Roseland, Fellsmere, Sebastian, Wabasso and the general <br />area north of Hobart Road., and <br />WHEREAS, Indian River County declares the provision of <br />recreational opportunities under this contract to be a valid <br />public purpose and in the community's best interest. <br />NOW, THEREFORE, the.parties agree as follows: <br />1. Each year, during the budget sessions of the County <br />Commission, North County Recreation wi11 submit a detailed budget <br />proposal listing the projects and programs proposed for the ensu- <br />ing fiscal year and the estimated cost of each project together <br />with an estimate of anticipated revenues, if any. The budget <br />shall be submitted on forms supplied by the Indian River County <br />Finance Department. <br />2. The County Commission shall review all proposals. <br />submitted and shall fund such proposals that the Commission deter- <br />mines are warranted in light of fiscal restraints and that best <br />serve the needs of the North County residents. Based on such <br />findings, the Board shall approve a budget for North County <br />Recreation for the ensuing fiscal year. <br />3. In reviewing the projects the Commission may deter- <br />mine that some projects are not in the best interest of the County <br />
