A IJ G 17 1983 pp <br />acox 54 PACS J <br />be issued which allows the removal of more than 50% of the <br />total canopy area of all protected trees on a given site <br />since there could be an instance where the one protected <br />tree on a parcel might happen to prohibit development and it <br />could not be removed. She noted that the City has <br />flexibili-ty where they will allow more numbers of lesser <br />size trees, and she felt there has to be some compromise <br />from the 50o rule. Miss Gillick informed the Board that <br />when she first worked with the City Ordinance, the main <br />trouble she had was with people testing and pushing to see <br />just how much they could remove, but when there was someone <br />to explain to them the advantages that would be gained by <br />not removing so many trees, they began to understand better. <br />Miss Gillick firmly believed that the Public Works <br />Department should be required to get a permit the same as <br />the general public. <br />The Chairman asked if anyone present wished to be <br />heard. <br />Tom Culler, came before the Board representing the <br />Construction Industry Management Council (CIMC) which, he <br />informed the Board, has been in effect only for about a <br />month. He wished to go over the suggested changes in <br />Attorney Paull's memo of August 10th. <br />Chairman Bird explained.that these specifics will be <br />addressed at another time, but he would like Mr. Culler to <br />present his concerns in general. <br />Mr. Culler did believe the proposed ordinance is <br />restrictive and would pose some enforcement problems. He <br />hoped the Board was considering a workshop session. <br />Chairman Bird was in favor of allocating enough time to <br />go through the ordinance line by line at a workshop session, <br />and Commissioner Scurlock stressed the importance of having <br />more meetings at which technical people and trades people <br />could be present. <br />77 <br />
