AUG 17 1983 FACE <br />2. Chapter 381.272 Florida Statutes requires a <br />limitation of 1500 gallons daily sewage flow per <br />acre of useable land. <br />3. A minimum setback of 75 feet is required between <br />sewage disposal and surface waters (Chp. 381.272 <br />FS) <br />4. Sewer utility easements as required in FS 381.272 <br />can be construed as part of the road right--of-way. <br />5. Environmental Health will set the final elevation <br />on all sewage systems upon permit application (Chp. <br />1OD-6 FAC). <br />Each of the lots in Carlsward Subdivision is sufficient in size <br />and configuration to meet these conditions. <br />ALTERNATIVES& ANALYSIS <br />The subdivision is in conformance with all requirements in the <br />Florida Statutes and Indian River County's Subdivision <br />Ordinance 75-3 regarding final plats. The lot sizes are all <br />acceptable for the use of individual wells and septic tanks. <br />The subdivision is in conformance with the requirements in the <br />County's Zoning Code for the R-1 District. The land use <br />designation of the subject property is RR -1 (.4 dwelling <br />units/acre). The subdivision has a proposed .55 dwelling <br />units/acre. However, preliminary plat approval was granted <br />prior to the adoption of the County's Comprehensive Plan. <br />As mentioned at the last Board of County Commissioners' <br />meeting, the preliminary plat approval of this subdivision <br />has expired. The Board will have to consider whether it wishes <br />the applicant to re -apply for preliminary plat approval or <br />whether final plat approval will be granted. <br />Staff would like to inform the Board that in the time since the <br />preliminary plat of Carlsward Subdivision was approved, the <br />Planning Department has instituted a "tickler" filing system, <br />so that all preliminary plat approval expiration dates are on <br />file. Thus, all applicants whose subdivision preliminary <br />approvals are 16 months old are notified that this approval <br />will lapse within 2 months. The applicants are informed that <br />they shall submit and have approved either a request for final <br />plat approval or a request for extension of preliminary <br />approval within this time period. This will avoid future <br />requests for final plat approval, after preliminary plat <br />approval has expired. <br />RECOMMENDATION <br />Staff recommends that the Board grant final plat approval to <br />Carlsward Subdivision. <br />This being a time certain item for 10:00 o'clock A.M., <br />Chairman Bird asked if there was any objection to it being <br />taken a bit early, and Mr. John Goodknight, representing his <br />parents who are the owners of the property, advised that he <br />didn't expect any other interested parties would be in <br />attendance. <br />40 <br />
