AUG 17 1983 <br />iiiLf__- <br />DISCUSSION RE JAIL SITE ARRANGEMENTS <br />Attorney Brandenburg presented the Purchase and Sales <br />Agreement with.the Graves family for 20 acres of property at <br />$7,000 an acre and the purchase agreement with the Barnes <br />family for a purchase price of $125,000 for 10 acres plus <br />the consideration of a 10 -year lease back to the Barnes <br />family of the site so that they can make use of the groves <br />at a $1.00 a year for the 10 -year period. He advised that <br />both of these contracts will expire prior to the next <br />Commission meeting on September 7th; however, both property <br />owners have verbally agreed to extend the agreement deadline <br />until September 8th. <br />Attorney Brandenburg distributed copies of the <br />appraisals he had just received from lair. Floyd Wilkes on the <br />Barnes 10 acres and the 10 acres the County was considering <br />leasing from the City: <br />1} The City property was valued at $8,000 an acre <br />based on the fact that there is currently no demand <br />whatsoever for industrial property in that area. A general <br />rule of thumb when leasing City property under FAA <br />guidelines is 10% of the appraisal value per year, or $8,000 <br />per year to lease that 10 -acre parcel, but this would have <br />to be negotiated. <br />2) Mr. Wilkes reported that the Barnes property is a <br />ehoice grove, which was planted some 7-8 years ago. It has.a good <br />irrigation system and has just come into production, bearing <br />high quality fruit. He apparently viewed this property from <br />the County's perspective as a potential jail site rather <br />than a grove., and estimated it at $9,700 per acre, which is <br />substantially below the purchase price. He did not take <br />into consideration the fact that this grove represents a <br />flow of income to the Barnes family and may be worth <br />considerably more to them. <br />62 <br />Booz 54 PACE <br />
