Keatiig, CP <br />FROM: Planning & Zoninchmar�a� CES: <br />Richard Shearer, AICP ttiitt��tt Kline & Harris <br />Principal Planner WORKB <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of September 7, 1983. <br />DESCRIPTION & CONDITIONS <br />The applicants, Charles Kline and W. R. Harris, are requesting <br />to amend the Land Use Element of the Comprehensive Plan. Their <br />request is to redesignate approximately 8.3 acres located on the <br />east side of U.S. Highway #1 and the south side of 73rd Street <br />from LD -1 (low-density residential), to MXD (mixed --use <br />district) . <br />The applicants propose to develop the property as commercial <br />property. The property is currently zoned R-2, Multiple -Family <br />District, which allows up.to 15 units/acre. <br />On July 28, 1983, the Planning and Zoning Commission voted to <br />deny the applicants' request for the following reasons: <br />1. The applicants property is unspoiled and should retain its <br />LD -1 designation; <br />2. If this property is designated MXD (which allows commercial <br />development), then this would result in a domino effect with <br />other individuals wanting their adjacent properties designated <br />MXD or commercial; <br />3. If approved, this amendment could produce strip commercial <br />development in the area. <br />4. The commercial -node for this area has already been <br />designated. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the <br />application will be presented. The analysis will include a <br />description of the current and future land uses -s-- the site and <br />surrounding areas, potential impacts on the transportation and <br />utilities systems; and any significant adverse impacts on <br />schools or environmental quality. <br />89 <br />
