Commissioner Scurlock concurred, noting that we have passed <br />two.industrial bond resolutions and brought Rampmaster to town. <br />ON MOTION by Commissioner Scurlock, SECONDED <br />by Commissioner Lyons, the Board unanimously <br />agreed to waive the deadline for considera- <br />tion of an amendment to the Comprehensive <br />Plan as -requested by Helene Holding Company <br />and to give their request due consideration <br />on an expedited basis. <br />BOND INDUCEMENT_ RESOLUTION - HUTCHINSON UTILITIES <br />Attorney Brandenburg reviewed the history of the application <br />of Hutchinson Utilities for an industrial bond issue, noting that <br />there was concern by the people in the Moorings area about this <br />as related to the request for a rate increase. As a result, <br />Attorney Brandenburg stated that he has worded the inducement <br />resolution so that it does not make any findings re financial <br />feasibility of the project, and this will be withheld until the <br />rate hearing can take place. It is also specified that the rate <br />hearing will not -occur prior to October 15th, which will give <br />residents in The Moorings a chance to analyze the proposed rate <br />increase. The action to be taken by the Board today would be to <br />approve the Resolution and authorize the. Chairman to sign the <br />letter of inducement. Hutchinson Utilities must understand that <br />if it proceeds at this point, it is doing so at its own risk and <br />.later if the rate determined is insufficient for the bonds to be <br />self-supporting, they will have to look elsewhere for financing. <br />Commissioner Scurlock asked if the rates include impact <br />fees, and Attorney Brandenburg stated that the rate structure <br />includes all fees. <br />Attorney Brandenburg informed the Board that there is one <br />minor change under paragraph B on the second page; to be <br />consistent with the Statute, instead of "industrial facilities," <br />106 <br />C.F P- 71983 FACE 5411 <br />L...:_- <br />
