SEP 7 1983 4 rAc, <br />UTILITY SERVICE AREA DECLARATION FOR LAUREL BUILDERS, INC., <br />SEAGLE DEVELOPMENT CO., INC., CARWASH WEST, AND ALBERTSON'S <br />Attorney Brandenburg explained that the Resolution <br />would authorize the City of Vero Beach to provide these four <br />particular developments with sewer service, as they are <br />located outside the city limits and are in areas that the <br />County cannot service at this time. <br />Administrator Wright confirmed that the County cannot <br />realistically serve these areas at this time. Staff has <br />looked into the matter thoroughly and in one instance, <br />Albertson's, the City surrounds them but doesn't serve them. <br />Commissioner Scurlock felt that the City of Vero Beach <br />should have a franchise agreement to serve any areas into <br />which the County is going to expand. Unfortunately, that <br />puts the burden on people in the process of developing it, <br />but he felt the County should always have the ability to <br />annex. <br />ON MOTION by Commissioner Lyons, <br />SECONDED by Commissioner Scurlock, <br />Commissioner Wodtke voting in opposition, <br />the Board by a 4-1 vote, tabled this item <br />until the next meeting pending discussion <br />by the Administrative Dept. seeking a <br />franchise agreement with the City of Vero <br />Beach. <br />ORDINANCE ESTABLISHING A NEW ZONING DISTRICT TO BE KNOWN AS <br />THE HEAVY COMMERCIAL, C-2 DISTRICT <br />The hour of 9:00 o'clock A.M. having passed, the Deputy <br />Clerk read the following Notice with Proof of Publication <br />attached, to -wit: <br />24 <br />
