SEP 7 1983 <br />Based on the Planning and Zoning Commission's recommendation <br />that the subject property be included in the node, a new map was <br />prepared with modified boundaries which would include the <br />subject property in the node but not exceed the 230 acre size of <br />the node. Attachment #3 contains a map showing the boundaries <br />redrawn to reflect the Planning and.Zoning Commission's action. <br />Roads/Traffic <br />This property has no access to a dedicated street. All of the <br />traffic attracted to this restaurant can be expected to use S.R. <br />60 (classified as an arterial street on the Thoroughfare Plan). <br />Utilizing the maximum density allowed in developing the subject <br />property as a restaurant, this site would generate 282 average <br />daily trips (ADT) with 28 trips in the peak hour. Under the, <br />existing land use designation, this site would generate 45 ADT. <br />State Road 60 currently carries 12,000 ADT with a capacity of <br />24,000. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it in a flood prone area. <br />Utilities <br />The subject property is not served by County water nor <br />wastewater facilities. However, the applicant has contacted <br />Village Green about providing these facilities, and they have <br />responded favorably. <br />RECOMMENDATION <br />During the Planning and Zoning Commission meeting of August 25, <br />1983, the Commission approved the applicant's request to be <br />included in the I-95/S.R. 60 Commercial/Industrial Node for <br />those reasons cited in the description and conditions section of <br />this memorandum. It is the staff's opinion that these reasons <br />are valid. It is the staff's recommendation that the Board of <br />County Commissioners give due consideration to the Planning and <br />Zoning Commission's recommendation as well as the information <br />provided by this memorandum. <br />Richard Shearer, Planner, explained that based on the <br />230 acre size constraint and using the intersection of I-95 <br />and S.R.-60 as the center of the industrial/commercial node, <br />staff had initially tried to establish boundaries around the <br />existing land uses. He advised that the Planning &Zoning <br />Commission voted 3-1 to recommend inclusion of the property <br />in the node. <br />Chairman Bird opened the Public Hearing and asked if <br />anyone wished to be heard. <br />Mr. Ralph Caporrino, 1616 6th Street, addressed the <br />Board and stated that he had been a resident and restaurant <br />owner here in the county for many years and felt that the <br />property at 86th Avenue and S.R. 60 would be an ideal <br />50 <br />
