SEP 7 1983 <br />awl <br />Mr. Irwin believed that appealing to the Property <br />Appraisal Adjustment Board is useless, and Board members <br />assured him that these appeals are given careful <br />consideration and adjustments are made if the Board feels <br />the petitioner has proven his case. <br />Ray Hirschmann of Windward Way in The Moorings found it <br />very difficult to understand the changes between the two <br />budgets and asked why Financial and Administrative <br />appropriations would go up over one million dollars from one <br />year to the next. <br />Mr. Barton explained that it has to do with the State <br />chart of accounts and how we code different functions; for <br />instance, the functions of accounting, bookkeeping and <br />computer operations, were changed from last year as to how <br />they were presented in the budget. Last year many of these <br />functions were under the Clerk of Court. This year they <br />were split out and put on the correct line for the function <br />of what actually was being done. <br />Mr. Hirschmann then questioned the Interfund Transfers <br />which went from $4,000 to $75,000, and Mr. Barton explained <br />this was a change in philosophy by the Board of County <br />Commissioners as to how the funding of an external operation <br />would be handled this year. Last year it was recorded as a <br />loan to the operation of the Housing Authority; this year it <br />is an outright grant with the hope that when the -Housing <br />Authority prospers, they will pay us back. <br />Also under Administrative, it was noted that Mr. Barton <br />used to work for the Clerk and he now works for the Board of <br />County Commissioners; so this was shifted. It was generally <br />agreed that unless you work closely with the budget, it is <br />very difficult to understand, especially when the state <br />changes their bookkeeping requirements from year to year. <br />Steven Muller of Lantana Lane sympathized with Mr. <br />Irwin's complaint as his taxes were up also, but stated that <br />12 <br />
