SEP 71993 <br />Attorney Brandenburg explained that it is necessary to <br />have a separate public hearing for each fund. <br />The Chairman opened the public hearing on the General <br />Fund and asked that OMB Director Barton review it. <br />Director Barton reported that for the fiscal year <br />1983-84 the budget for the General Fund totals $9,271,709 <br />and requires a millage levy of 2.72923: This millage <br />represents an increase over rollback of 18.430. Mr. Barton <br />explained that the rollback rate does not include new <br />construction. It represents the millage that will create <br />the same dollars from the same people who were here a year <br />ago at their new value. He continued that the General Fund <br />applies to all county residents, including those in the <br />municipalities. Mr. Barton then proceeded to review all the <br />services listed under the General Fund, and Commissioner <br />Scurlock pointed out that this is the area where many of the <br />programs dictated by the state occur. Mr. -Barton agreed <br />that in the General Fund are any mandated funds, i.e., <br />Mental Health, local health districts, the court functions, <br />indigent care, etc. He noted that Law Enforcement is for a <br />portion of the Sheriff's budget (court bailiffs, detective <br />division, process servers, dispatch, etc.) None of the road <br />patrol is within this. Ambulance and Rescue Services also <br />are a part of the General Fund. <br />Commissioner Lyons pointed out that if we did not have <br />a volunteer ambulance service, this amount would be over a <br />million dollars instead of only $40,000. <br />Director Barton continued that Other Human Services <br />includes the County/State Health Department, and we have had <br />a proposal to increase this by $30,000, or $180,000 instead <br />of $150,000 in order to provide a prenatal care program. <br />This will require deducting $30,000 from the Reserve for <br />Contingencies. He then explained that Interfund Transfers <br />is basically the Board's payment to the Housing Authority. <br />4 <br />
