,1 1983 <br />.. SEP 2 <br />Commissioner Bowman expressed her annoyance at not <br />being able to find a parking space when she visits friends <br />in some of the local condominiums. <br />Mr. Keating stated that this was one of the standards <br />that was changed, and it was reduced on the basis of the <br />workshop. They did not have time to do an extensive <br />analysis because they assumed that this will be changed <br />again when the new zoning ordinance is developed. <br />Chairman Bird opened the Public Hearing and asked if <br />anyone wished to be heard. <br />Jerry Cook, co-owner of the Mecca Convalescent Home, <br />addressed the Board and objected to the parking requirements <br />under Paragraph 7 for convalescent homes as.compared to <br />hospitals in paragraph 14. He explained that the parking <br />needs of a nursing home are not as great as in hospitals, as <br />doctors only visit once a month on a normal basis unless <br />they are called. To allocate a parking space for each 10 <br />medical beds for a doctor is incorrect and it would be more <br />feasible to allow 1 parking space for each 15 patients. <br />Usually doctors come in on Saturdays to spend an average of <br />20 minutes per patient and receive $40.00 a visit from <br />Medicare. There are seven doctors who come to Mecca, <br />usually on Saturdays, and not all at one time, of course. He <br />also objected to the requirement of 1 space per 4 patients <br />for visitors, as most of the patients have outlived their <br />friends and families and receive very few visitors. Mr. <br />Cook believed the correct ratio would be one visitor parking <br />space for every 10 bed patients. In addition, he objected <br />to the parking requirements for employees and felt that 2.5 <br />spaces would be sufficient for the overlap during shift <br />change. The current ordinance requires 60 parking spaces for <br />a 120 -bed home. The amendment would change this to 73 <br />parking spaces. He recommended 45 parkings spaces as a <br />reasonable requirement and felt that the impact on present <br />76 <br />
