-SEP 21 1993 <br />IT90K X44 %[822 . <br />Administrator Wright again addressed the Commission as <br />to salary, stressing that he still would like to have a 2h% <br />salary pool. He noted that h% may not sound like much, but <br />when you apply it on a merit basis, it becomes very <br />important. He reiterated that whatever pay raise the <br />Commission does authorize, he would request that it be <br />applied on a merit basis for those under his direct <br />responsibility. The Administrator pointed out that he has <br />no control over what is done by•the Constitutional Officers <br />or Mr. Brandenburg and Mrs. Forlani and her people and, of <br />course, his own salary is set by the Board. He noted that a <br />merit raise does not apply to probationary employees. <br />Commissioner Scurlock stated that he does not have any <br />problem with merit raises, but emphasized that the Adminis- <br />trator better have his procedures re determining who <br />deserves the merit raise very well documented. <br />Administrator Wright felt that Dr. Hardin has done a <br />very good job on this, and he would like to ask that the <br />Board direct him as to the percentage amount to be applied <br />to the pay raise pool. <br />General discussion followed, and the Board members <br />indicated that they did not feel they could go beyond 2%. <br />Property Appraiser Nolte noted that his budget has to <br />be amended to comply with whatever the Commission comes up <br />with as raises and asked if it is to be 2% for management <br />and everybody else. <br />Commissioner Scurlock stated that it is 2% of each <br />department's total payroll, and what each Constitutional <br />Officer does with it is his own business. <br />Chairman Bird thanked staff and all the Commission <br />members for their hard work. He felt the lack of attendance <br />by the public at tonight's meeting would seem to indicate <br />76 <br />M <br />
