Chairman Bird noted that, in other words, if we go <br />along with the Director's scenario, we can further reduce <br />the General Fund by $55,000 and still have a 2h% or 2% pay <br />pool for our employees. <br />Director Barton stated that if the Board does accept <br />the $55,000 scenario, the reserve for contingencies then <br />would be $502,479. <br />Director Barton continued that he has two other <br />adjustments -that need to be discussed.. Basically the cash <br />forward on the revenue side looks as though it is going to <br />come in at that figure ($355,000), plus the Housing <br />Authority is not going to spend their total appropriation. <br />They have $6,232 they are committing to a new project, and <br />they will give that to us as cash forward, which was not <br />planned on. This actually is just a trade off; they want to <br />give it back in this fiscal year and spend it in the next; <br />so, the cash forward would be $361,232 instead of $355,000 <br />and the interfund transfer would be $81,859 instead of <br />$75,627. The total estimated receipts and balances and the <br />total appropriations reserve for contingencies and cash <br />forward under the $55,000 reduction would be a total <br />$9,225,691, which is less than we spent last year. The new <br />millage would be 2.70769. <br />The Chairman asked if anyone present wished to be <br />heard. <br />H. E. Guthrie of North U.S..I, Sebastian, stated that he <br />has not been to one of the Commission meetings before; <br />however, at one time he did serve on a County Commission and <br />understands the Board's problem. He noted that he did not <br />have much to say except that from the taxpayer's standpoint, <br />it all comes down to what kind of increases we have got. <br />Mr. Guthrie asked what the general average ad valorem <br />increase for the General Fund wab this year and was informed <br />that it is advertised at an 18.43% increase over rollback. <br />9 <br />SEP 211983 BOK 54 7 - <br />I <br />
