M <br />else. Again the problem is that they need that courtroom <br />now. Commissioner Lyons, therefore, felt we should see if <br />we can't lease enough space to put in 22 courtrooms and <br />whatever minor support is needed to get that court situation <br />going and solve the need for the fourth courtroom in the <br />courthouse. This also would take the pressure off of <br />constructing a new set of courtrooms at the new site. <br />Commissioner Lyons noted that the Jail obviously is our <br />first concern, and if it comes to a question of having to <br />leave out the Sheriff's offices in order to have the <br />project, he was for the project. His recommendation, how- <br />ever, was that we still go ahead with the master plan and <br />site the complex. Commissioner Lyons asked Mr. Dorsey how <br />much detail we have to get into besides the Jail and <br />possibly the Sheriff's office to have a plan that is going <br />to give us what we need to have a master plan. <br />Mr. Dorsey stated that they do not have to get into a <br />whole lot of detail - that will come with the schematic <br />design stage. <br />Vice Chairman Scurlock reported that the Finance <br />Advisory Committee is now looking at funding on the basis of <br />a 6-8 million dollar bond issue wrapped around with the <br />Beach Bonds and spread over a 10 year term. He noted that <br />extending this an additional 5 years would have the <br />advantage of spreading the cost out over more people and <br />also reduce interest costs considerably. Vice Chairman <br />Scurlock stressed the absolutely vital importance of <br />developing a package that will be acceptable to the <br />community. He concurred that obviously the number one <br />priority is the Jail, and while the Sheriff and the Court <br />system also have urgent needs, we have been uncomfortable in <br />the past and have had to make do with rented space.
