OCT 12 198 55` <br />zones identify areas subject to 100 year coastal floods. The <br />rest of the subject property is in a C zone which identifies <br />areas which can expect minimal flooding. The applicant's survey <br />indicates that the Coastal Construction Setback Line is between <br />140 and 150 feet from the approximate mean high water line. <br />Conformance with the flood protection standards of Ordinance <br />82-28 will be required of all development within the V-12 and <br />A-10 zones. <br />Utilities <br />The subject property is not presently served by County water nor <br />wastewater facilities. The developer could, however, apply for <br />a franchise from the County to provide his own water and <br />wastewater facilities. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />` Commission's recommendation, staff recommends approval. <br />Attorney Henderson appeared representing Vero Beach <br />Ocean Front.Associates, who own six acres north of <br />Summerplace Subdivision. He noted that it is the northern <br />part of that commercial enclave which is now designated LD -2 <br />under the Master Plan. It is quite a distance from the <br />intersection of Wabasso Causeway and AlA. Mr. Henderson did <br />not believe it is part of the tourist commercial node. He <br />confirmed that the applicant is seeking a dual zoning in <br />compliance with certain desires of the Planning staff, who <br />prefer R-2D.on the northern part and the lower density R -2A <br />on the southern portion. <br />Planner -Shearer felt it is important to note that the <br />i <br />applicants have been working with staff for quite some time <br />to come up with an appropriate rezoning, and to be <br />consistent, it was requested that they split the zoning on <br />the property. Staff is very happy regarding the way the <br />applicants have worked with them to create a reasonable <br />transition. Both the Planning & Zoning Commission and staff <br />recommend approval. <br />The Chairman asked if anyone present wished to be <br />heard. There were none. <br />
