OCT 19 1983 55 raURS <br />Commissioner Scurlock was concerned with the <br />fly-by-night operators that pump out their septic tank <br />trucks in illegal places instead of at the landfill where <br />they are charged $5 per load; the trucks carry approximately <br />1000 gallons. He recommended that these operators be <br />licensed so that the County has some control over their <br />operations. <br />Chairman Bird felt that a franchise agreement might be <br />best so that the County could maintain control over the <br />operators' prices. He asked Mr. Hammond if their <br />feasibility study showed that there is enough septage being <br />generated in the County to warrant a treatment plant. <br />Mr. Hammond explained that this product will be given <br />to the citrus grove people at no charge. Of course, they <br />would like to work with the groves closest to the plant as <br />it would keep the costs down. Presently, there is more <br />demand than there is supply. <br />Administrator Wright stated that the alternative to <br />this plan is going with the city treatment plant and having <br />to charge fees of $40 per load. <br />Attorney Brandenburg advised that HES would have to <br />obtain a franchise from the County and that the tank truck <br />operators should also have a franchise. <br />MOTION WAS MADE by Commissioner Scurlock, <br />SECONDED by Commissioner Lyons, that the <br />Board authorize staff to work with HES and <br />come back with a franchise proposal and <br />also to address the franchise requirement for <br />the existing tank truck operators. <br />Under discussion, Commissioner Bowman noted that Palm <br />Beachwas working with a portable processing situation and <br />W <br />� � s <br />I <br />
