DISCUSSION RE .11/22 PUBLIC HEARING ON COUNTY UTILITY RATES <br />Administrator Wright commented that he had recommended <br />that we advertise for a public hearing on November 22nd on <br />County Utility rates. <br />Commissioner Scurlock felt it is apparent that all the <br />information we have been trying to develop with our rate <br />consultant is not necessarily being convoyed to everyone <br />concerned. He believed we had thought about having a <br />prehearing on this with our staff and consultant so that <br />prior to the actual public hearing. we have a clear under- <br />standing of exactly what is being proposed. He continued <br />that we have met with the Vista groups representatives and <br />requested them to inform us if they had any better approach <br />or alternative to the proposal before us, but to date we <br />have not had any response. Commissioner Scurlock, <br />therefore, felt that a good educational approach might help <br />head off mass confusion. <br />Commissioner Lyons concurred with holding an <br />educational prehearing and suggested that we hold another <br />such educational meeting prior to the General Development <br />Utility rate hearing on November 9th. <br />Administrator Wright stated that staff fully intends to <br />bring the Board this information; he felt it is unfortunate <br />that rates were brought up at the last meeting. <br />Commissioner Lyons did not feel this is a separate <br />issue in the public mind and noted that he has -some <br />questions that he would like to have an opportunity to go <br />over with staff in a workshop to be sure we thoroughly <br />understand what General Development is asking for; how it <br />compares to the last time; why it is different, etc. <br />Commissioner Scurlock reiterated that the Chairman <br />specifically requested an opportunity to go down and speak <br />to the Vista group himself, and received no response, which <br />M <br />D OK 55 PAGE 151 <br />
