Hamilton Ci <br />REFERENES: Development Utilities, Inc. , <br />Administrative Ass Stant _ & Reflections on the River, <br />Utility Services Inc. <br />DESCRIPTION AND CONDITIONS: <br />Citrus Utilities, Inc., is the utility company which will provide <br />utility service to Reflections on the River, a multi -family <br />development located west of the Indian River, east of U. S. Highway <br />#1, and north of Island Harbor Road in Sebastian. Reflections <br />on the River, Inc., has an agreement with General Development <br />Utilities, Inc.,(hereinafter referred as GDU) to purchase both <br />water and wastewater services from GDU for this development. <br />GDU is franchised by the City of Sebastian (due to their being <br />located within the city limits) to operate water and wastewater <br />treatment facilities. <br />ALTERNATIVES AND ANALYSES: <br />The proposed rate structure is as follows: <br />WATER WASTEWATER <br />Connection $-375.00/unit :_$375.00/unit <br />Base Rate 13.00/month 13.00/month <br />Gallonage Rate 1.75/1000 gallons 1.75/1000 gallons <br />It is staff's opinion that it is more cost effective for Reflections <br />on the River to purchase water and wastewater services from an <br />existing system than to build separate facilities. <br />RECOMMENDATION: <br />Staff recommends approval of franchise resolution. <br />Utilities Director Terry Pinto presented staff's <br />recommendation for approval of the franchise resolution. <br />Commissioner Scurlock wanted to make sure that when the <br />initial rate structure is established, it is sufficient to <br />carry the burden, because if it is inadequate to support the <br />operation of the system and a tremendous rate increase is <br />needed sometime down the road, then this chamber is filled <br />with irate people. <br />NOV 21983 <br />35 Q <br />�4Q( -455 <br />
