Mr. Fancher.explained that Page 73 provides a breakdown <br />by customer classification of the total revenues that would <br />be produced under the present rates in effect during the <br />test year and the revenues that would be produced under the <br />proposed rates. The rate structure they have proposed tends <br />to track the county rate structure, i.e., they have proposed <br />a change from the current minimum type charge to one where <br />they have a base facility charge plus a customer charge and <br />a usage charge per thousand gallons. This type of structure <br />helps spread the fixed cost of providing service over a <br />larger customer base by including those customers who will <br />be gone for portions of the year as they would be charged <br />the base figure every month. Mr. Fancher believed this is a <br />more equitable situation because of the fact that you do <br />have to have customer service representatives, meter <br />readers, plant operators, etc., to keep the plant in <br />operation to render service whenever the customer is there. <br />They have also proposed a change in the sewer rate structure <br />- again on a base cost per month plus a usage rate up to a <br />maximum of 10,000 gallon usage. Anything in excess of <br />10,000 gallons is assumed to be used for irrigation purposes <br />or various activities that would not be impacting flows in <br />the wastewater plant. <br />Mr. Fancher next reviewed Exhibit D, reporting that <br />their analysis showed that the flows at the water and <br />wastewater plant were over the rate of capacity of the <br />plant, including the required component for growth. The <br />water plant has a rate of capacity of about 375,000 gpd and <br />they have had a maximum production day of 400,000 gpd. <br />Likewise the wastewater plant has had peak flow days over <br />the rate of capacity of 250,000 gpd, and they, therefore, <br />consider both plants 100% used and useful.
