Richard H. Bird, Chairman 1 ti Board of County. Commissioners The Chairman recognized members of the General Development Utilities staff to make a presentation. Nancy Roen, Corporate Counsel for GDU, requested that all comments from the public be strictly restricted to the request for a rate increase. Attorney Roen discussed the Commisgion's responsibility to make sure that the rates are reasonable and do provide a fair return, and stated that GDU will show tonight that the rates proposed will not cover all the costs but only will cover the costs under the test year, 1982 and will not provide a fair rate of return.
