NOV 9 1983a '5 Pay 265 <br />Mr. Fancher felt it would be much better to put those <br />dollars in a bank account where they could earn interest. <br />Commissioner Scurlock believed that GDU has, in fact, <br />accepted an advance deposit when an individual insisted, and <br />felt that this action might have established a policy. <br />Mr. Fancher stated that Mr. Morris had just enlightened <br />him that apparently some funds were taken not in accordance <br />with existing established policy and they have tried to <br />refund them, but the individual refused to take them back. <br />This was not part of their existing policy. <br />Commissioner Scurlock noted that under the Florida Land <br />Sales Act, GDU's offer included the fact that they have a <br />public water and sewer supply; they promised to provide <br />these services and when are these people going to get them? <br />Mr. Fancher noted that it is spelled out in the land <br />offering statements that service will be expanded based on <br />number of customers, feasibility, etc. He emphasized that <br />they do their best to phase their development in an orderly <br />manner and expand their utility service accordingly. <br />Chairman Bird asked if Mrs. Kragon is obligated to hook <br />up to the system when they reach her area, and Mr. Fancher <br />confirmed that she is. <br />Mr. Zambataro swore in Allen Reynolds of 473 22nd <br />P1.,S.E. Mr. Reynolds, a resident of Vero Shores for four <br />years, felt the water quality is good for everything except <br />drinking and the service is good. Mr. Reynolds made the <br />point that we are assuming that 1982 was a typical year, and <br />it wasn't because it was a year of great expansion for <br />General Development. He did not doubt GDU had a loss, but <br />believed there is some controversy about the contributions <br />made. He felt that Vero Shores should continue receiving <br />water from their present system and not switch over to <br />county water because it would increase costs. <br />Me <br />
