r N OV 91983 <br />ear <br />55 iw`267 <br />The Chairman asked if anyone who had not signed up to <br />speak wished to be heard before the public hearing was <br />closed. <br />Mr. Zambataro swore in Anthony Sammartano of 925 24th <br />St., S.W. Mr. Sammartano stated that he moved in in 1982, <br />and the water is no good. He noted that the majority of the <br />people in this area live on a fixed income and cannot afford <br />a 170% increase. He asked if someone has a well, does he <br />have to use the water from GDU. <br />Attorney Brandenburg stated that he could use his own <br />well for irrigation purposes, but the county has an <br />ordinance requiring people to hook into a public supply if <br />it is available. <br />Mr. Sammartano stated that the water is no good - not <br />even for cooking his spaghetti. <br />Commissioner Lyons commented that the purpose of <br />tonight's meeting is to find out things such as that, and he <br />believed GDU will have to give the people good water before <br />he is interested in raising the rates. . <br />The Chairman announced that all the public having been <br />heard, there would be a short break at this point. <br />ON MOTION by Commissioner Scurlock, -SECONDED <br />by Commissioner Bowman, the Board unanimously <br />closed the public hearing. <br />Chairman Bird called the meeting back to order and <br />reported that he had one question directed to him during the <br />break and that is does the proposed rate structure promote <br />water conservation or discourage it. <br />Mr. Fancher believed it promotes conservation. There <br />are two changes from the previous structure and both relate <br />to going to a base charge vs. a gallonage charge. Under the <br />previous structure none of the rate charge was tied in with <br />32 <br />
