NOV 9 1983 <br />55 r "299 <br />water to GDU, Commissioner Scurlock stated if the customers <br />were willing to say they would be willing to accept the <br />county rate today, he, in turn, would be fully willing to <br />enter a relationship where the county would supply water to <br />GDU. Commissioner Scurlock stated that his feeling was to <br />raise the impact fee to reflect 75-80% of the increase and <br />only 20% in rate base as he felt new development should -pay <br />its way. <br />Commissioner Lyons generally concurred with <br />Commissioner Scurlock, but emphasized the water quality <br />problem. He noted that we have the names on record of at <br />least ten people who have complained, and he would like to <br />see these people satisfied. He believed there may be some <br />system troubles. <br />Commissioner -Bowman also agreed. There was no doubt in <br />her mind that it would be cheaper for GDU to buy the water <br />from the county than to expand, but she wished to know if we <br />did put county water through their system whether it would <br />come out tasting good. _ <br />Commissioner Wodtke believed there are two very basic <br />things that have been made plain tonight, and they are that <br />the water quality problem needs to be addressed and the <br />confusion as to costs and their relationship to new <br />development needs to be cleared up. He also felt that the <br />1977 Minutes had stated quite plainly that the tap -in fees <br />would refund to the company the cost of the capital <br />expansion, but now we are informed that 50% of the plant is <br />in the basic rate structure. - Commissioner Wodtke agreed <br />that there obviously is a need for a rate increase, but felt <br />we must also take into consideration the fact that there is <br />a proposal for the county to wholesale water to GDU in the <br />future. He believed this would be good for the county <br />overall, but did not know what effect it would have on the <br />rate payers in Vero Shores and Highlands. Commissioner <br />` 34 <br />
