in with a plan and can justify it; he would then be in favor <br />of it, but he did not want to give it all to one person. <br />Chairman Bird pointed out that the entire node does not <br />have to stretch in that direction if we get a request from <br />one of the other quadrants, and Planning Director Keating <br />confirmed that each node develops on the basis of first <br />come, first served, and not in any particular geometric <br />pattern. He further noted that the Board could at any point <br />in time determine that this property is no longer in the <br />node and take action to rezone it and also pointed out that <br />nothing precludes the Board from increasing the node even <br />further. <br />Ray Scent argued about the center of the node changing <br />as you add land, and Mr. Keating commented that center <br />probably is not the right word - "focus" would be more <br />accurate. <br />Commissioner Bowman noted that a node is not just a <br />circle; it is a glob and can go in any direction. <br />Mayor Thomas again spoke emotionally about the need to <br />help the young people and afford them opportunities to work. <br />The Chairman determined that no one further wished to <br />be heard. <br />ON MOTION by Commissioner Scurlock, SECONDED <br />by Commissioner Lyons, the Board unanimously <br />closed the public hearing. <br />MOTION WAS MADE by Commissioner Lyons, <br />SECONDED by Commissioner Wodtke, to adopt <br />Ordinance 83-43 rezoning the 100 acres to <br />LM -1 as requested by Helene Holding Company. <br />Commissioner Wodtke wished to respond to the concern <br />113 <br />NOV 16 1983 BOOK r 5 PAGE4 2 .. <br />
