Various alternatives were debated on how to expand the <br />water lines, such as on a petition basis, etc. <br />Commissioner Scurlock felt the first item should be to <br />expand the water system, but we would be fooling ourselves <br />if we did not start looking into County -wide wastewater <br />facilities. <br />After considerable discussion, it was agreed that this <br />subject was important enough to hold a workshop and <br />suggested that it be scheduled sometime during December. <br />DISCUSSION RE SMALL NEIGHBORHOOD PARK PARCELS <br />Chairman Bird presented the Parks & Recreation <br />Committee's recommendations. <br />The Chairman informed the Board that out of 40 some <br />parcels, they chose 5 parcels to start on and wanted to <br />present the process they were following to the Board for <br />approval. <br />Committee member, Al MacAdam, explained that his <br />assignment was to determine whether those parcels were of <br />any value to the County. If it was determined that any <br />parcels could be sold, the committee would propose that the <br />funds received be placed in escrow for the sole purpose of <br />providing capital funds to be used to develop our principal <br />county parks that are easily accessible. <br />At present, members of the committee have investigated <br />14 parcels, and have found that almost without exception <br />none of these parcels are accessible to the general public. <br />While some might be developed into "neighborhood parks", <br />today's costs of such a program would be unjustified given <br />the Parks Department's limited budget. Other parcels have <br />no potential whatsoever. <br />Mr. MacAdam gave the following summary of alternatives <br />for these 14 parcels: <br />N O V 16 1983 <br />Potential building lots: 4 parcels <br />
