NOV 16 1983 <br />Andy Davison, 4105 Shoreland Drive, informed the Board <br />that he is in the landscaping development and maintenance <br />business, and for thirteen years he has been involved to <br />some degree in maintaining dune lines, trimming and removing <br />mangroves, and in general, improving and developing <br />waterfront properties in Indian River County. Mr. Davison <br />emphasized that his work, which was not a result of a tree <br />protection ordinance, has enhanced those properties without <br />a doubt, and he felt compelled to speak against this <br />gigantic extension of government bureauracy. Mr. Davison <br />then cited an article in READER'S DIGEST which gave an <br />example of government agencies and regulations stifling <br />private enterprise. He emphasized that the process starts <br />at this level, and if the Commission makes these laws, <br />others will have the duty of enforcing them. Mr. Davison <br />defied everyone to answer his charges and justify the sweep <br />of the proposed intrusion into his business. <br />Ray Scent, local realtor, brought up a reference made <br />to lots of less than an acre in size, and wished to <br />determine whether one acre lots or just those of less than <br />one acre would be exempt. <br />It was confirmed that subdivisions of one acre lots or <br />less would be exempt. <br />Mr. Scent then discussed being at a City Council <br />hearing where they were dictating the type of trees for <br />planting, and he did not see why we should pull out palm <br />trees to put up something that will shed leaves. He further <br />noted that if an abutting neighbor complains about uncleared <br />property, the owner gets a notice from the county that says <br />either clear your lot or we'll clear it and bill you, but if <br />a man just wants to go in and clean his land, he has to go <br />through all kinds of bureaucratic red tape. He felt the <br />property owner would be better off going to his neighbors <br />and asking them to complain. <br />92 <br />.r-: rA ® <br />
