DEC 7 1983 <br />WK 55 rAsE? <br />Mr. Fancher asked if all other customers do that, and <br />Commissioner Scurlock pointed out that we don't have any <br />other wholesale customers; GDU is the first. It was noted <br />that the retail people pay a cash deposit. <br />Administrator Wright asked Mr. Fancher if GDU would <br />have any problem with an advance as opposed to deposit, and <br />Mr.-Fancher asked if he was suggesting that they go out and <br />make a one time charge to their customers to cover this or <br />that they carry this as an additional investment on the part <br />of the utility that would be included in the rate base. <br />Mr. Pinto believed this could be considered operating <br />cash and would go into the rate base. <br />MOTION WAS MADE by Commissioner Scurlock, <br />SECONDED by Commissioner Bowman, to accept <br />staff's recommendation and authorize the <br />Chairman to sign the General Development <br />Utilities Water Purchase Agreement with the <br />change as outlined in the preceding discussion, <br />i.e., GDU to pay in advance each month the base <br />facility charges established by the County. <br />Commissioner Wodtke commented that it was his under- <br />standing that as soon as this water line is built, GDU will <br />disconnect their treatment plant. <br />Mr. Fancher stated that they plan to have -it in a <br />mothball state. The treatment facility itself would not be <br />producing any water; all the water in the system would be <br />coming from the county. The ground storage tank will be <br />maintained for some period of time in a mothball status, <br />until they are absolutely sure it never would be necessary <br />to utilize it. <br />Commissioner Wodtke asked if GDU will continue to <br />include the plant in their rate base, and Mr. Fancher <br />- 1- - <br />
