9X19 55 ruff,99 <br />Said Water Purchase Agreement will be made a part of <br />the Minutes when fully executed and received. <br />GENERAL DEVELOPMENT UTILITIES RATE INCREASE <br />Commissioner Scurlock wished to have a comparison of <br />how the existing rates relate to the 40% increase approved <br />and how it will affect the.average customer. <br />Mr. Fancher stated that because of the change in the <br />structure, some customers will be paying less than they are <br />now and some will be paying more than the 40%. He noted <br />that 5,000 gallons currently cost $13.00, and this would go <br />to $16.09, a 24% increase. <br />Utilities Director Pinto explained that GDU is getting <br />a 40% increase based on their present gross revenues. He <br />continued that the Board requested that they increase their <br />impact fees. It was felt the major part of the reduction <br />should take place in the base facility charge rather than <br />the gallonage charge. Mr. Pinto believed that will indicate <br />some logic in conserving water because the more you use, the <br />more you are going to pay. The base facility charge would <br />be less so it particularly helps the people who use very <br />little water. He noted that it will be necessary to have a <br />separate public hearing on the increase of the impact fee. <br />Attorney Brandenburg confirmed there was no advertise- <br />ment relating to that change, and it is required. He <br />further explained the proposed change would be to have the <br />impact fee recover 75% of their capital cost as opposed to <br />50%. The impact fee itself would not increase 75%. <br />Commissioner Scurlock agreed that it was his intent to <br />recover more from the impact fee than from the present user. <br />ON MOTION by Commissioner Scurlock, SECONDED <br />by Commissioner Bowman, the Board unanimously <br />adopted Resolution 83-122 changing the GDU <br />franchise and modifying their rate schedule. <br />104 <br />
