DEC 1 1983 <br />Mr. Regan explained the reason that our county is <br />included under this classification is because of our <br />population. <br />55 PACE 64 1 <br />Chairman Bird asked how these particular areas were <br />targeted as the ones to be addressed. <br />Mr. Regan informed the Board that the Community <br />Development Advisory Committee, in which Commissioner Lyons <br />has been active for years, was reactivated. Discussion was <br />held with people throughout the Gifford, Wabasso, Oslo, <br />communities, etc. The staff then went out into the field <br />and did a survey of all the areas, and another meeting was <br />held to discuss their findings. The result was that it was <br />determined that all these areas need attention; however, we <br />only could submit applications for two. The choices were <br />made based on the fact that we were going for two things - <br />both the Jobs Impact Program and the Community Development <br />Block Grant and that we stood a better chance of getting the <br />Jobs Impact money than the Development Grant. Since we <br />could put about 40 people to work in the Geoffrey <br />Subdivision, this represented our best chance. The needs in <br />the Oslo area are obvious, and the people in that area went <br />out and did their own survey work in an effort to assist <br />staff. <br />Chairman Bird commented that we also have needs in the <br />Fellsmere area and both east and west of U.S.1; he wished to <br />be sure there was harmony about where we are starting and <br />hoped funds will become available later on in other areas. <br />Commissioner Lyons confirmed there was good representa- <br />tion at the Advisory Committee meetings, and that it was <br />thoroughly discussed and agreed on that these two locations <br />appear to present us with the best chance of being funded. <br />He noted that Fellsmere is actively engaged with the <br />Regional Planning Council in trying to come up with a grant <br />program for the Fellsmere area. <br />6 <br />
