DEC 211983 eK55 rh <br />cF679 <br />verify that the Letter of Credit, which is good until August <br />1st, is presently in their attorney's office and it will be <br />delivered to the County. Once the County receives the <br />proceeds from the bonds, the letter of credit will be <br />extinguished. Attorney Block advised that the individuals <br />who have guaranteed the letter of credit have also <br />guaranteed the cost of the engineering drawings in the event <br />this project doesn't go through. <br />ON MOTION by Commissioner Bowman, <br />SECONDED by Commissioner Lyons, the <br />Board unanimously authorized the County <br />Attorney to make the necessary changes <br />that have been outlined in this meeting in the <br />Water Service Agreement between the County and <br />West County Utility, Inc., and to bring it back <br />to the Board for approval at the next <br />Commission meeting. <br />Commissioner Lyons asked if nearby property owners are <br />going to be made to hook up whenever the County has a water <br />line going in, and Director Pinto 'felt very definitely that <br />the Board should take that position because if hookups are <br />done at a later date, it is going to cost the property <br />owners three times as much. <br />Vice Chairman Scurlock reported that this matter will <br />be addressed and formalized in an upcoming workshop. <br />Director Pinto explained that when the Utility Dept. <br />reviews the site plans for new construction, they require <br />hookups. For the most part, they have had cooperation, but <br />there are some people who have objected. <br />31 <br />
