Prop. <br />FROM: Staff Planner REFERENCES: DIS : MARYJ <br />It is recommended that the data herein presented be given <br />formal consideration by the Board of County Commissioners at <br />their regular meeting on December 21, 1983. <br />DESCRIPTION. AND CONDITIONS <br />In August of 1981, Architect Daniel Moul, submitted a major <br />site plan application on behalf of Cotton Properties, Inc., <br />owner of lot 125 Unit Two, The Moorings. The site plan appli- <br />cation, which proposes the construction of twelve multi -family <br />units on the one acre subject property was approved in February <br />of 1982. <br />Subsequently, the Board of County Commissioners granted a one <br />year extension to the owner, providing for an approval expira- <br />tion date of February 25, 1984. <br />At this time, the owner's attorney, Charles E. Garris, is <br />requesting a further extension of 1 year, pursuant to Section <br />23(h) of the Zoning Code. <br />ANALYSIS <br />Traditionally, a 1 year extension of site plan approval has <br />been granted by the Board at the request of the arplicant. <br />This additional time usually allows for.finalarrangements to <br />be made prior to the commencement of construction. Once <br />construction has begun, there are no applicable provisions of <br />the ordinance providing a time limit to complete construction. <br />However, in February'.of 1983, the Board granted an additional <br />18 month extension of site plan approval to the Moorings <br />Development Company, for 3 individual projects. The approval <br />of that request was based on the limited available capacity of <br />Hutchinson Utilities, the franchised company which provides <br />wastewater treatment for the Moorings Subdivision. At that <br />time, the Moorings had approval to construct 160 multi --family <br />units, in addition to a 62,000 square foot retail sales and <br />office complex, while the capacity of the sewage treatment <br />plant was limited to 18,625 gallons per day or 96 hook-ups. <br />37 <br />
