0 E C 211983 BOOK PACE <br />An aerial map has been prepared to clearly depict the <br />location of the lots and the current ownership and use of <br />the property. The lots lie primarily in the path of Flamingo <br />Drive and Eagle Drive. <br />The nine lots colored in yellow with blue diagonal <br />stripes are currently owned by the City of Vero Beach. The <br />ten lots colored in yellow with red diagonal stripes are <br />owned by the County, but are currently being used or will be <br />needed by Vero Beach for road and/or utility purposes. <br />The ten yellow lots that have a single green stripe down <br />the center are owned by the County. There are underground <br />utilities on these lots, but they could be sold to adjacent <br />property owners subject to the retention of proper easements. <br />The County sold one such lot'in 1979 to Anthony J. Bianco. <br />A copy of the transaction is available from Ms. Forlani. <br />The six lots colored in orange are owned by the County <br />-and could be sold to the public as buildable lots. <br />County Attorney Brandenburg suggests the proper proce- <br />dure for disposal of the 35 lots is for the County to assign <br />its interest in nineteen lots to the City. The City, in turn, <br />would assign its interest in sixteen lots to the County. Mr. <br />Brandenburg can explain the precise legal requirements of the <br />proposed transactions. <br />Many of the lots that would be owned by the City of Vero <br />Beach are being used as road rights of way. The remaining <br />lots will become road rights of way and all lots have utility <br />easements. The City will undoubtedly retain ownership of all <br />the lots. <br />The County, on the other hand, can dispose of all sixteen <br />of its lots, place the property on the tax rolls and the sale <br />proceeds into its land acquisition and improvement account. <br />It the Commission concurs with this proposal, I recommend <br />the staff be authorized to prepare the necessary documents for <br />Commission action. <br />If you require additional information, please contact <br />Tommy Thomas or me at your convenience. . <br />Administrator Wright referred to a map on the wall <br />showing approximately 30 lots on the beach, and explained <br />that the City of Vero Beach and the County wound up owning <br />some of these as a result of tax foreclosures back in the <br />1940s. In order to dispose of them, we have to assign our <br />interest to the ones that the City will retain, and the City <br />will do likewise with the ones the County will retain. He <br />noted that the.majority of the City properties all have <br />either utility easements or roads down the middle of them. <br />The County might end up with 8 or 10 lots that could be sold <br />to adjacent <br />� property owners,. and there are possibly 5 or 6 <br />= 45 <br />
