Commissioner Bowman felt that a lovely subdivision can <br />be developed.there without a lake. She and Commissioner <br />Lyons both indicated their opposition to the requested <br />rezoning, but indicated they would be willing to wait for a <br />full Board before making a decision if the applicant wished <br />} <br />to come back again. <br />Henry Willhoite, owner of the subject property, <br />reconfirmed his plans to lower the density and put in <br />approximately 27 homes around a lake on 1/2 acre lots. He <br />spoke at length of his desire to build a nice home on a lake <br />- and the money he has expended in attorney's fees -since 1978 <br />to accomplish this end. Mr. Willhoite informed the Board <br />that there is a 20' lake just about one block south of his <br />location, and he did not know of any child ever having <br />drowned in the area. He then spoke of the high quality of <br />`the sand in this particular area and pointed out that <br />removal and sale of this sand would help pay for roads and <br />enable them to build a higher class of homes on the <br />property. In regard to disturbing the shallow aquifer, he <br />noted the drainage canal ditch is about 10' deeper than the <br />lake would be. <br />Discussion ensued regarding access to Old Dixie, and <br />Mr. Willhoite informed the Board that he has written <br />permission to go through the church property to the north. <br />Administrator Wright had a problem with this as this <br />property is adjacent to the transfer site. We just paved <br />that road, but he did not believe it would stand up under <br />the traffic from a sand mining operation. <br />Commissioner Bowman believed that Mr. Willhoite's <br />motives are fine and that he is a fine, upstanding citizen, <br />but she did not believe that he understood that an 80' well <br />in Florida is considered a shallow well; the Floridan <br />aquifer is much deeper. <br />BOOK 55, FAQ 720 <br />70 <br />
