Discussion ensued, and it was noted there are many <br />questions to be addressed and a possibility that <br />alternatives could be pursued other than necessarily <br />building a new plant in a new location. <br />Attorney Brandenburg suggested that the Commission <br />listen to Mr. Micale on behalf of Hutchinson Utilities as we <br />do not know what he may suggest. <br />Commissioner Lyons pointed out that there was a request <br />by The Moorings to have the existing rates investigated. <br />Even if the City should annex The Moorings tomorrow, that <br />plant will be in existence for sometime, and he wondered why <br />that question couldn't be settled first so we can concen- <br />trate on one question at a time. <br />Chairman Scurlock felt that is an excellent suggestion <br />and stated that he would ask Hutchinson Utilities to address <br />the existing rate structure first and then we will go the <br />second phase. <br />PHASE I: Existing Rates <br />Attorney Frank J. Micale of the law firm of Williams, <br />Micale & Wells of Jensen Beach, Florida, appeared repre- <br />senting Hutchinson Utilities, Inc. He noted that some <br />issues have been raised which he did not believe they are <br />prepared to address - the issue of annexation by the City of <br />Vero Beach of which he was totally unaware until today, and <br />the issue raised with respect to existing rates. It -was <br />Attorney Micale's understanding that the purpose of today's <br />hearing was to address the request that Hutchinson Utilities <br />presented to the Board seeking rate relief, and their intent <br />today is to seek approval of rates designed to provide <br />sufficient revenue to enable the company to become financi- <br />ally viable and able to obtain the financing necessary to <br />implement a proposed construction project. Attorney Micale <br />stated that he will present witnesses whose evidence will <br />show that what Hutchinson Utilities is proposing is in the <br />22 <br />JAN 18 1984 BOOK PhZE `. <br />I <br />
