He was then engaged to prepare <br />drawings and specifications for the proposed plant. <br />Mr. Mendez displayed a chart of a basic plant and <br />explained that a standard plant cannot always be dewatered. <br />You could get a cheaper plant, but if you have to dewater <br />one of the units, you have to put the whole plant out of <br />service. He then displayed a chart of the site plan and <br />described tertiary filters which,provide a highly polished <br />effluent. He explained that when there is a plant upset and <br />the conventional filters cannot handle it, it goes to these <br />backup filters and the plant can still deliver a highly <br />polished effluent. Mr. Mendez next described the <br />chlorination process and noted that the sludge will be <br />removed from the plant by truck. <br />Chairman Scurlock requested that the technicalities be <br />limited and that Mr. Mendez just tell us whether this is the <br />most cost efficient operation. <br />Mr. Mendez further explained the operation and stated <br />that his opinion is that it is impossible to bring the <br />existing plant into compliance to meet the DER regulations <br />and still comply with the strict requirements of the <br />planning and zoning requirements at the old site. He <br />described what they are doing on the proposed site which he <br />did not believe could be done on the existing site. He then <br />explained.in detail how he arrived at his figures for the <br />proposed plant, noting that the low bid for the 250,000 gpd <br />plant as designed was a lump sum of $698,000. This was <br />based on actual working drawings. In order to comply with <br />zoning requirements, Mr. Mendez reported that he has made <br />some changes and eliminated some items which reduced the bid <br />$33,800, down to $652,070. Sixty percent, which is the <br />figure in the Greeley & Hansen Report for the portion of the <br />new plant that would apply to the new customers, would be <br />$391,240, which is very close to the estimate of $400,000 to <br />61 <br />
