Improve screening of persons entering the Courtroom. <br />Elimination of large packages, etc.) <br />The result of this meeting along with recommendations were brought <br />to Sheriff-Dobeck, by Roy Raymond, for his evaluation,. <br />Major Roy Raymond of the Sheriff's Department spoke for <br />Sheriff Dobeck who was in Tallahassee today, and gave a <br />brief summary of the following proposal and breakdown of <br />costs for increasing the security in the courthouse. <br />PROPOSED SECURITY PLAN <br />BAILIFF'S <br />The present court system is served by four part-time Bailiffs who <br />are considered civilian employee's and are not certified as bonded <br />Deputy Sheriff's. They are for the most part, untrained in police <br />procedures and not permitted to carry firearms. Under the <br />proposed system, the following measures would be taken. <br />1. Hire and educate (basic 320 hour) one Bailiff to work the <br />courts on a full-time basis. <br />This individual would be a bonded Deputy Sheriff with full <br />arrest powers and would act as a Chief Bailiff or Coordinator <br />for all other Bailiffs. <br />This individual mould be armed and able to react to hazardous <br />situations, which would require the use of a firearm. <br />2. Train all other Bailiffs in a 40 hour course which would <br />be offered through the Indian River Community College. <br />This course would be structured to educate the individual <br />in self-defense security procedures, profiting potentially <br />dangerous persons and other court related activities. <br />3. Arm non -certified Bailiffs with chemical mace (tear gas). <br />4. Equip each Bailiff with a walkie-talkie for direct <br />contact with Sheriff's Department Dispatch System. <br />5. Provide each Bailiff with a portable hand held metal <br />detector for courtroom screenig (when deemed necessary). <br />6. Install an alarm system which would be monitored at a <br />centraZ location by Sheriff's personnel and could be set <br />off by each Judge or Bailiff from a hand held coder <br />in the event of a violent situation. <br />This type system is available through Guardian Systems. <br />23 <br />
