Third, the staff recommends that the zoning compliance review func- <br />tion be transferred from the Planning and Development Division to <br />the Building Department. With this system the building staff can <br />review zoning requirements at the time of building permit review at <br />no.additional charge. The planning staff would still ensure compli- <br />ance with zoning standards for those projects subject to site plan <br />review. ---- -- <br />In addition to transferring the revenues and a majority of the <br />responsibilities, it is also proposed that three employees and their <br />associated expense, also be transferred to the Building Department. <br />There are currently five positions authorized for the department. <br />Four of the positions - two code enforcement officers, one secretary <br />and the zoning specialist - are funded through the MSTU. One posi- <br />tion, which is funded by the Landfill Department, -was recently vaca- <br />ted and at this time, I have no intentions of filling the position. <br />The position that would remain in the MSTU would be the zoning spe- <br />cialist. <br />Annual salaries associated with the transferred employees are appro- <br />ximately $68,000. The other costs associated with the department <br />are approximately $11,000. <br />The long range advantage on this departmental consolidation should <br />result in the same efficiency with a decrease in overall cost. <br />RECOMMENDATION: <br />The staff recommends that the Board of County Commissioners take the <br />following actions: (1) eliminate all zoning permit fees except those <br />for a beverage license inspection, mining permit; mining permit re- <br />newal,'temporary trailer, and home occupation; (2) raise the County's <br />building permit fees to the same level as the City's; (3) transfer <br />zoning compliance review responsibility to the Building Department; <br />and (4) approve the appropriate personnel transfers. <br />47 <br />FEB 1 1984 eaa� Pcf 7 <br />J <br />
