Discussion continued at length as to the fact that no <br />limit is placed on how much can accumulate in the R&R <br />account, and Attorney Johnston pointed out that if few <br />repairs are needed to keep the system up, there is the <br />possibility that there could be several hundred thousand <br />dollars in this account when the County takes over the <br />system. It was noted that the utility can come back to the <br />County and ask that the percentage be changed. <br />Commissioner Bird made the point that there is always <br />the possibility the utility might need to draw everything <br />out of this fund, and Chairman Scurlock agreed that is why <br />we have the provision for increasing or decreasing this <br />fund. <br />Commissioner Bird further noted that the 2h% is <br />actually coming from the customers and he believed if this <br />builds up to a windfall amount, they will object. <br />Director Pinto stated. that 2h% is actually the <br />percentage required to maintain a system properly. <br />The Chairman determined that no one further wished to <br />be heard. <br />MOTION WAS MADE by Commissioner Lyons, <br />SECONDED by Commissioner Bowman, to adopt <br />Resolution 84-10, Vista Plantation Water <br />and Wastewater System Franchise. <br />Attorney Brandenburg asked Director Pinto if he felt <br />there should be some time frame set in regard to the impact <br />fees being turned over to R&R. <br />Director Pinto stated that his thinking is that at some <br />point the County will be making a decision as to whether it <br />will or will not buy that system and because of the studies <br />we are going through, he did not know when that will take <br />place. <br />46 <br />-I <br />
