FEB 2 9 1984 <br />BOOK 56 PnE 2.76 <br />Attorney Brandenburg advised he would make the one <br />revision on this agreement, and after execution by the <br />Chairman, it would be sent over to the City. As soon as the <br />agreement is approved by the City Council, signed by the <br />Mayor and returned, the County will sign the consent form <br />I <br />for the referendum and send it over to the City. <br />JAIL COMMITTEE REPORT - <br />Commissioner Lyons reported that the Jail Committee <br />reviewed the last plans that were submitted by the architect <br />and had their questions answered about staffing. The <br />recommendation of the Committee is that the Board adopt the <br />plans after presentation by the architects at the next <br />meeting of the Board of Commissioners on March 7th. Secondly, <br />Commissioner Lyons reported that the Committee would like <br />the Commission to consider using a construction management <br />firm for the jail, and to send it out for bids. They <br />believe that if we are going to have a construction management <br />firm, the time to have their services is right now because <br />they get together with the architect during design process <br />and suggest changes in the drawings and specifications. A <br />construction management firm can save considerable time and <br />costs on the construction phase if they get on the job right <br />at the very beginning. There is also the advantage of a <br />guaranteed price. If they exceed that price, it is their <br />problem; if it turns out to be less, they refund it to the <br />County. <br />Administrator Wright reported that he has scheduled a <br />presentation by a construction management firm at the next <br />Commission meeting. The presentation would take about 30 <br />minutes. <br />Chairman Scurlock asked if we could bid it out two <br />ways: for general contractor and construction management. <br />Administrator Wright stated that if we take time to bid the <br />10 <br />r <br />
