56 <br />MAR 7 1964 BOOK. <br />ON MOTION by Commissioner Bird, <br />SECONDED by Commissioner Bowman, the <br />Board unanimously authorized the inclusion <br />of the Golden Sands Property in the Application <br />for Erosion Control Assistance Program Grant <br />Funds through the DNR. <br />Commissioner Lyons reported that he has reviewed some <br />statistics in regard to recreation impact fees that are <br />collected throughout the country and noted that the average <br />impact fee was $400 for a single family home. He felt that <br />we need to develop a plan that will tie our requirements for <br />capital expenditures to our increasing population. He <br />heartily recommended that the Parks and Recreation Committee <br />and staff get together and establish a long-range capital <br />expenditures plan for all the County beachfront property <br />that would tie in with population and consider the <br />possibility of recreation impact fees. <br />Commissioner Bird felt that issue might be an offspring <br />of the committee he has recommended be established to look <br />at the feasibility of a county -wide recreation program. <br />Commissioner Lyons advised that impact fees can be used <br />only for capital improvements, and not for maintenance and <br />operation. <br />DOCUMENTS TO BE MADE PART OF THE RECORD <br />Interlocal Agreement between Indian River County, <br />Florida, and Vero Beach, Florida, (for Annexation of South <br />Beach) and Consent Form dated 3/22/84; having been duly ex- <br />ecuted and received, is hereby made a part of the Minutes as <br />approved at meeting of 2/29/$4; ALSO: Contract, Cash Deposit <br />and Escrow Agreement, between Corporate Investment Company; <br />Harbor Federal S/L Association; and Indian River County <br />(Final Plat Approval of SEAGROVE WEST S/D) - having been duly <br />executed and received is hereby made a part of the Minutes as <br />approved at the meeting of 2/22/84. <br />10 <br />
