In the ensuing discussion, the Board generally <br />indicated agreement with the concept of having a charter and <br />developing permanent fairgrounds at Hobart Park, and they <br />stressed the importance of having an overall master plan to <br />provide for expansion. <br />Administrator Wright reported that our Engineering <br />Department is involved in this now, and Commissioner Bird <br />confirmed that we are working on a conceptual plan and have <br />looked at fairgrounds around the state. <br />Engineer Don Finney reviewed the conceptual plan they <br />are working on for acreage west of rings Highway in the <br />Hobart Park property. <br />Mr. Tripp commented that although most fairs are <br />non-profit, they have about $15,000 in the burn fund and <br />almost $30,000 operating funds to work with. He noted that <br />they have learned a lot operating their fair for the last <br />five years and have developed some plans, one of which is to <br />have slab for the exhibit buildings. Mr. Tripp continued to <br />discuss acreage, finances and potential, and felt strongly <br />that with the ability to include the agricultural exhibits <br />and activities, the fair will increase. He believed people <br />are very enthused about it. <br />MOTION WAS MADE by Commissioner Wodtke, <br />SECONDED by Commissioner Lyons, to endorse <br />the County fair concept and authorize <br />the County Attorney, Commissioner Bird, <br />and staff to work with the Fire Fighters <br />to draw up the necessary legal documents and <br />proceed with obtaining the charter. <br />Commissioner Bird believed that we should proceed to do <br />everything we can to set up with Charter with the thought <br />that the fair will be run by the Fire Fighters, but with the <br />27 <br />Bea 56 PAGE 305 <br />MAR 7 1984 <br />I <br />
