the County Attorney, and staff, to negotiate with <br />the City of Vero Beach to try to facilitate and <br />assist Florida Health Facilities in obtaining a <br />temporary wastewater allocation for their develop- <br />ment with reasonable assurance that when the City <br />needs the allocation back, they will be relieved <br />of their allocation, and they will go to a package <br />plant or some alternative, and also to to support <br />Clark's request to the Hospital Board for a portion <br />of their wastewater allocation. <br />Commissioner Wodtke noted that for nine years he also <br />has been dealing with this situation; it all goes back to <br />the way the funds were received by the City for the <br />extensionofthe plant with the County's aid, and he felt <br />it is time we go to our legal department and get some of <br />this resolved even if we have to go to court:` If the City <br />wants to serve the hospital with unlimited use, that is <br />fine, but if it comes out of our allocation, we should have <br />something to say about it. <br />Chairman Scurlock believed the money for the extension <br />of the City's plant came from an EPA grant and that it was <br />supposed to be for a regional facility. He, therefore, had <br />some question about boundaries. <br />Commissioner Lyons also felt we should go to court and <br />get this straightened out. <br />Commissioner Bird stated that he did not want to beg <br />the City for sewer service nor did he want to shove it down <br />their throat through a court of law; he believed it was <br />better we should go our own way. <br />Utilities Director Pinto noted that we are continually <br />given contradictory information, and he believed it is time <br />to bring this to a head and determine who has the right to <br />that capacity. <br />He noted that even the rate payers in the <br />61 <br />BOOK 56 PA.GF 339 <br />
